About David

Fractional CIO | Interim CIO | Board Avisory | AI Strategy | EU AI Act | AI Governance | ISO/IEC 42001 | Technology Due Diligence

Most fractional CIOs bring technology experience. Few bring technology they actually built from scratch at industry-first scale — and fewer still combine that with AI governance credentials and board-level accountability.

I designed and led the WPP Open AI Platform (the advertising industry's first open AI architecture), built the world's first IoT structural health monitoring platform at Arup (now the foundation of a $200M global industry), and delivered the UK's first SatNav and the windowless Digital Control Tower for NATS at Heathrow. I am the developer of MASTER-AI™ — a governance framework for organisations navigating the EU AI Act — and serve as Treasurer of ARTICLE 19, the global freedom of expression organisation.

I work with boards and executive teams on AI strategy, technology transformation, governance architecture, and the decisions that sit at the intersection of all three. Dual-qualified: CITP (BCS) and ACA (ICAEW).

Available for fractional, interim, and board advisory engagements across the UK and Europe.

Fractional CIO & Interim Transformation Director with a proven track record delivering Revenue and Margin Growth (through AI-powered products & e-commerce platforms), and Cost Efficiency (through global ERP consolidation, common platforms, and cloud migration). Extensive playbooks for platform value analysis, strategy, architecture, target operating model, and organisational design. Professionally qualified in both IT (CITP) and Finance (ACA).

  • Heathrow
    IT Director, Platforms
    AVIATION AND AEROSPACE
    September 2024 - March 2025 (6 months)
    Hounslow, UK
Platforms Director at Heathrow - the UK’s international gateway, the largest airport in Europe and the most connected megahub in the world. The airport serves over 230 destinations in nearly 90 countries. We welcome over 80 million passengers a year and serve as Britain’s fulcrum for tourism, investment and trade. 1.4 million tonnes of cargo (including 26% of UK exports, by value) go through Heathrow. And 90,000 people working at the airport; the country's largest single-site employer.

My brief on the Heathrow IT Leadership Team included Cloud Platforms (mostly Azure), Data Platforms, and legacy data centre, networking, CCTV, and radio assets. I carried a Counter Terrorist Check (CTC) / Level 1B security clearance for this role. Together, we were focused on our mission; to make every journey better; in an extraordinary airport, fit for the future.

It was a busy interim director assignment, and I:
    - Designed new Platforms Target Operating Model (TOM) & Target Organisational Design (TOD)
    - Developed a 5-year Platforms Strategy for Heathrow
    - Rebooted & enhanced a £22m Cyber Resilience Programme
    - Completed a £120m Digital Control Tower for NATS, on-time and on-budget
    - Engaged with Airlines on our Digital Transfromation and H8 (27-31) Price Control Review
    - Reviewed our Data & AI Capabilities for the 'Intelligent Airport' of the future

    Other Projects I led included:
    - Cellular 5G Upgrade & Migration to Neutral Host Operator (NHO)
    - Migration from Broadcom VMWare to Microsoft Hyper-V
    - Network Core & Distribution Upgrade
    - Upgrades to our Counter-drone (C-UAS) Capability
    - Replacement of Physical (Card) Access Security Systems
    - Upgrades to Reference data management (RDM) & Commercial Data Analytics
IT Strategy Digital Transformation Cybersecurity data centres
